on the job today. >>> investigators say that the fire that killed 29 horses in west virginia may have been deliberate. the flames broke out early yesterday morning in three barns at the crosstown races in west virginia. -- near the charles town races. 26 horses survived. it cost more than a million dollars in damage. there is evidence that indicates it could've been arson, but the cause has not been confirmed. >>> summer vacation is over for hundreds of thousands of students in northern virginia. children and teachers in 10 counties are back in the classroom to start a new year. budget cuts mean big changes ahead. pamela brown is live in clifton with more. good morning. >>> hello. for a lot of parents, back to school is bittersweet because of budget cuts. at clifton elementary school, this school could be forced to shut down after the school year. parents say that will not happen without a fight. this person is dropping her 5- year-old ford is first year at a school but she says this could be his last year. >> next year? that is not fair. >> it feels really sad. i hope the school board wil

. this fast-moving fire broke out at the racetrack in virginia. we are live with the very latest and more of the video you can only see right here on abc7 news. >> the couple that live here in this woodbridge, returned from the race track where there were playing poker. there were gambling with their lives to save the horses. while capturing the fast-moving fire on their cell phone camera. >> how many horses are in there? >> they ran toward the hollywood casino. >> i felt my shoes were going to melt off of my feet. >> the fire quickly spread from one building to the next. they tried to pull as many horses from the stable. >> we were literally going from stall to stall. >> the billowing smoke inside and the fire quickly became too much. >> this group is on fire. you people need to move. the roof is on fire. och >> at least 25 horses were killed in the blaze that damaged three barnes. several of the horses raced at the track but the barns are not bound by the racetrack. is a a large race was held on sunday and the barns were fall. >> flames were shooting about 60 feet are set of the barnes

125 miles east of virginia beach, by 2:00 p.m. about 125 miles due east of ocean city. that is when we can expect some of the biggest effects. a tropical storm warning is in effect for the peninsula and the beaches along here. we have occurred came watch. -- a hurricane watch. more detail, coming up. >> thank you. amtrak announced that hurricane earl oil is impacting some of their areas. the delays and cancellations are expected to continue through saturday. if you have a trip scheduled, call ahead. the storm could not have come at a worse time with so many vacationers already settled for labor day. thousands more are anxiously waiting to decide. a state of emergency is the last thing they want. chris continues the coverage from ocean city. how are people handling this uncertainty? >> some are trying to understand the today before the storm arrives, but having to work around the city crews who are standing up things like this fence. this is just one example of preparations across this part of town. >> yet, i am a little scared. >> a deceptively calm start to the day in ocean city as pr

yesterday. notice where we need those rainbow most and there is an extreme drought in west virginia and parts of western maryland. that is where we got most of the rain yesterday. reagan national all was only 3/1 hundred of an inch. that makes of the 63rd 90-degree day of the year yesterday. it does not look like we have any more and 90's in the immediate forecast but we may get close at the end of next week as we warm-up. there is a new storm brewing in the midwest area that will push our way this weekend. saturday will be a great day with high pressure over head and a lot of sunshine. as the front moves through on sunday, it looks like a dry frontal passage in the 50's tomorrow morning with a lot of sunshine through out the dead. it will be comfortably warm. los humidity but we will be in the mid-80's this weekend. >>> distracted drivers can be as dangerous as drunk drivers on the road. a rally was held this morning in d.c. to encourage drivers to turn off their cell phones before they get into their cars. seventeen magazine and aaa sponsored the event called national two-second t
